Obviously this character was inspired by Baby Herman in Who Framed Roger Rabbit. I can imagine Mr. B and Baby Herman meeting:

I remember him mainly because his age cigar becomes a major plot element in GROW-UP, which is one of my favourite episodes in the entire show. And also because of his annoyed cries as Sector V constantly teased him for being a baby  |
